I agree with you that there are obviously acts that should not happen in real life but I am not a big fan of thought crime. The fact is you cant convict it and never should, to take an extreme example in a moment of rage people may experience the desire to do harm or even, in extreme circumstances kill but if they dont actually do it then that proves they have a conscience, a check and balance and ultimately that dichotmoy between what we think and do is part of what makes us human. Obviously if they follow through they are found and punished, quite correctly.
The same applies to sexual fantasies, I dont think they can be regulated and judged morally as long as they remain purely that. If people follow through and cause others harm then that is obviously a different matter.
