I think it may reflect a generational shift.
Today the OP is more likely to want an answer and want it asap.
I think the Original Posters (OP) in 2013 are more akin to consumers seeking a product (answers) but may not have time to then send a follow up.
Follow ups seem to be the exception.
And the number of times an OP rates the advice given is not high.
Only about 1/8 of all the answers given result in the OP giving a rating for the advice given in response to their particular question.
Perhaps in today's busy world feedback and socializing seems to be less, than in the past.
Or maybe the posters have not explored the site? And so have not found the forum and done things like read the guidelines for posting questions and answers?
I think the answer would be to present the site with a more modern font.
And present a more 2013 look to the site, which has remained unchanged in presentation for so long.
Think of the site timeanddate.com which has undergone several changes over the years. The new site looks so much more inviting and contemporary, than the original site that i recall.
But to pay for a major overhaul to the site i think an annual VOLUNTARY donation(no need to complain that you cannot afford to donate - I am only proposing a VOLUNTARY donation)to help pay for changes to the site is required.
Think of Wikipedia that has a VOLUNTARY annual donation appeal.
The site is wonderful. But some tweaking of the presentation to make it more appealing to a wider audience would be lovely.

It’s important to keep a sense of humour and some perspective when posting answers. If an Aunt or Uncle has had a bad day, then maybe that is not an evening to tackle answering questions?
I don’t want the site to be sickly sweet but I think some answers may be distressing to read, for some using the site, such that those persons, turned off by very harsh posts, then choose to leave the site and never come back.
Similarly the OP may do that after being rubbished for the question they posted.
